Key takeaways
- The NIF is Portugal’s nine-digit tax number. You need it to sign a lease, open a bank account or buy anything significant, and applying is free.
- You can apply in person at a tax office or Loja do Cidadão by appointment, or through a lawyer or solicitor holding your power of attorney. You can’t file the online application yourself.
- You don’t need a fiscal representative to be given a NIF. Once the tax authority’s 15-day rule applies to you, the simplest option is to join electronic notifications instead.
- Your NIF never changes. When you move to Portugal, you update your tax address to Portugal within 60 days of becoming resident.
If you are moving to Portugal, your NIF (número de identificação fiscal) is one of the first things you’ll need. It’s required for signing a lease, opening a bank account and setting up utilities, and it appears throughout your visa and residence paperwork.
This guide explains what the NIF is, the ways Americans and Canadians can get one, which documents you need, the fiscal representative rules that confuse most people, and what to do when you move. It is based on the Portuguese tax authority’s (AT) own guidance, current as of November 2026.
What Is a NIF?
The NIF is Portugal’s tax identification number. It has nine digits, and numbers for individuals currently start with 3. You keep the same number for life, whether you are registered as a non-resident or a resident.
The tax authority describes the NIF as essential for entering into contracts, opening a bank account and working in Portugal. In practice, you’ll need it to:
- sign a long-term lease or buy property;
- open a Portuguese bank account;
- set up electricity, water, internet and a mobile phone contract;
- buy a car or register a business.
Applying for a NIF is free. Anyone, Portuguese or foreign, resident or not, can apply.
Three Ways to Get a NIF
1. In person in Portugal
You can apply at any tax office (Serviço de Finanças) or Loja do Cidadão, by appointment only.
- Book through the Portal das Finanças (Contactos > Atendimento por Marcação), choosing the option for a NIF request or address change for people without a Portuguese Citizen Card.
- Or call the tax authority on +351 217 206 707 (working days, 9:00 to 19:00).
This is a good option if you are visiting Portugal before your move, for example on a scouting trip.
2. Through a lawyer, solicitor or representative
A representative with your power of attorney can apply for you, either in person at a tax office or online through the Portal das Finanças e-balcão. AT is clear that the online application must be submitted by a legal representative. You can’t file it yourself from abroad.
A power of attorney given to a Portuguese lawyer (advogado) or solicitor (solicitador) doesn’t need a certified signature. This is the route most Americans and Canadians use, because it means the NIF can be ready before you travel.
3. Through a Portuguese consulate
Practice varies between consulates. The Portuguese consulate in Newark states that it doesn’t issue tax numbers and directs foreigners to the tax authority. The consulate in Boston describes an application that it forwards to the tax authority. If you want to go this way, check with the consulate that covers your state or province first.
Documents You Need
- Your passport (or another civil identification document).
- Proof of your address abroad, unless your ID already shows it. A recent utility bill or bank statement is typical.
- If a representative applies: their identification and your power of attorney.
Documents must be originals or certified copies. Plain copies are only accepted alongside the originals. Documents in a language other than Portuguese need a certified translation, done by a notary, a chamber of commerce, a lawyer or a solicitor.
Fiscal Representative or Electronic Notifications?
This is where most online advice goes wrong, so here is what the tax authority actually says.
- You don’t need a fiscal representative to be given a NIF. AT states that appointing one isn’t mandatory when a NIF is assigned to a non-resident.
- The 15-day rule. Within 15 days of either of these, you must appoint a fiscal representative or join electronic notifications:
- you form a tax relationship in Portugal, for example by owning property or a car registered there, or working there;
- you register a tax address outside the EU/EEA, such as your US or Canadian address.
- Electronic notifications replace the representative. Since July 2022, joining the tax authority’s electronic notification system (in the Portal das Finanças) or the ViaCTT electronic mailbox removes the duty to appoint a representative.
- One exception: if you live outside the EU/EEA and are self-employed in Portugal, you still need a VAT-registered fiscal representative, appointed before you start the activity.
- Penalty: failing to appoint a required representative can lead to a fine of €75 to €7,500.
For most Americans and Canadians, joining electronic notifications is the simpler choice. You can do it in the Portal das Finanças under A minha Área > Notificações e Citações > Gerir canais. Notifications posted there count as delivered on the fifth day, so check the portal regularly.
If you do appoint a representative, they must be domiciled in Portugal, and a foreigner can only act as one if they hold a valid residence permit and are registered as resident.
Getting Your Portal das Finanças Password
To use the tax portal yourself, register at the Portal das Finanças (“Registar-se”). The password (senha) is then sent only by post to the tax address on record. If you have a fiscal representative, it goes to their address in Portugal. The posted password works once, and you then set your own.
Once you are resident and have your residence card, you can also activate the Chave Móvel Digital, Portugal’s digital login, which lets you set the password online.
When You Move to Portugal
Your NIF stays the same, but your tax status changes. Under Portuguese tax law you become a tax resident if you spend more than 183 days in Portugal in any 12-month period, or have a home there that you intend to keep as your habitual residence. You then have 60 days to update your tax address to Portugal.
- Update it through the Portal das Finanças e-balcão or in person by appointment. The ordinary address-change screen doesn’t work for switching from non-resident to resident.
- Non-EU nationals need their passport plus a valid residence permit, an AIMA appointment confirmation or a receipt for a pending AIMA application.
- If those documents don’t show your address, bring a lease, property deed or employment contract.
- If you change the address online, the change only takes effect after you enter a code that the tax authority posts to your new address.
After that, Portugal taxes you as a resident. Read our guide to US and Portuguese taxes for Americans in Portugal.

Frequently Asked Questions
Does it cost anything to get a NIF?
No. Applying for a NIF is free. If a lawyer, solicitor or relocation firm applies for you, you pay for their service, not for the number itself.
Can I get a NIF online from the US or Canada?
Not by yourself. The online application through the Portal das Finanças e-balcão has to be submitted by a legal representative holding your power of attorney. In practice, Americans and Canadians either apply in person in Portugal or ask a lawyer, solicitor or relocation firm to apply for them.
Do I need a fiscal representative to get a NIF?
Not to be given the number. According to the Portuguese tax authority, appointing a fiscal representative isn’t mandatory when a NIF is assigned to a non-resident. Within 15 days of a qualifying situation, such as owning property or a car in Portugal, working there, or keeping a tax address outside the EU, you must either appoint a representative or join the electronic notification system.
Can a Portuguese consulate in the US issue my NIF?
It depends on the consulate. The Portuguese consulate in Newark says it doesn’t issue tax numbers, while the consulate in Boston describes an application that is sent to the tax authority. Check with the consulate that covers your state or province, or apply through the tax authority directly.
Does my NIF change when I move to Portugal?
No. Your NIF stays the same whether you are registered as a resident or non-resident. What changes is your tax address: once you become resident, you must update it to your Portuguese address within 60 days.
